Transparency and Human Involvement Framework (v1.0)
Information for government, policy, and regulatory stakeholders, and for organizations seeking to voluntarily adopt transparent AI and human involvement practices.
Purpose and Intent
The AI Transparency & Human Involvement Framework (v1.0) is a voluntary, public-facing disclosure framework designed to support clear and consistent communication about the use of artificial intelligence (AI) and the availability of human involvement in service-based businesses.
As AI systems become increasingly integrated into customer communication, administrative processes, and decision-support functions, the framework provides a neutral reference point for describing what information is available to the public, how current that information is, and whether it has been independently confirmed.
The framework is informational in nature and is not a regulatory standard, certification, or compliance mechanism.
Intended Audience
This framework is intended for consideration by:
-
Government departments and public sector agencies
-
Regulators and policy bodies
-
Industry associations and professional organisations
-
Standards bodies and advisory groups
-
Service-based organisations seeking a public disclosure reference
It may also be referenced by consumer-facing directories, research initiatives, or transparency programs.
How the Framework Is Designed to Be Used
The framework establishes a common structure and language for public disclosure across three key areas:
-
AI usage disclosure
-
Human involvement availability
-
Verification and information currency
Organisations may adopt the framework to:
-
Provide consistent public disclosures regarding AI and human involvement
-
Reference a neutral, non-regulatory transparency structure
-
Support consumer understanding without making claims about quality, safety, or compliance
-
Align disclosures across websites, directories, reports, or public listings
Adoption does not require technical detail, system documentation, or proprietary disclosures.
Neutral Positioning
The framework is deliberately structured to remain:
-
Technology-neutral
-
Regulation-agnostic
-
Non-prescriptive
It does not define how AI systems should be built, deployed, or governed, and it does not recommend specific operational models. Instead, it focuses solely on describing disclosed information and its verification status.
Relationship to Regulation and Policy
The framework operates independently of government regulation.
It is designed to:
-
Coexist alongside existing regulatory frameworks
-
Avoid conflict with sector-specific rules or professional standards
-
Remain adaptable to future legislative or policy developments
Reference to this framework does not imply endorsement, enforcement, or adoption by any government or regulatory authority.
Verification and Information Currency
Where verification or audit processes are used in connection with this framework, they are limited to confirming the accuracy of disclosed information at a point in time.
Verification:
-
Does not assess safety, quality, effectiveness, or legal compliance
-
Does not imply risk ratings or performance outcomes
-
Reflects information currency only
Verification and audit confirmations are expected to be refreshed at least every 12 months to maintain relevance.
Voluntary Participation
Participation under this framework is entirely voluntary.
Organisations may choose
whether to:
-
Disclose AI usage
-
Declare human involvement availability
-
Seek independent verification
The absence of disclosure, verification, or renewal should not be interpreted as wrongdoing, risk, or non-compliance.
Use in Public Listings and Directories
Public listings that reference this framework do so solely to:
-
Display disclosure status
-
Indicate verification or information currency
-
Improve transparency for consumers and stakeholders
Such listings do not imply approval, endorsement, certification, or regulatory compliance.
Governance and Versioning
The framework is versioned to ensure transparency and continuity.
-
Version 1.0. Initial public release (December 2025)
Future revisions may reflect changes in technology, disclosure practices, or public expectations. Historical versions remain accessible for reference.
